Background: One of the problems that occurs in the implementation of healthcare logistics management is the occurrence of stockouts (insufficient inventory) and stagnant stock (excess inventory). Stockouts occur during the implementation of medical logistics management, including at private clinics in suburban areas, making it difficult for these facilities to meet patients’ needs. The package-based allocation of medical consumables for BPJS (Indonesia’s National Health Insurance) patients may not always align with clinical needs, thereby increasing the risk of stockouts.
Subjects and Method: The method used is qualitative research with a descriptive analytical approach. The instrument used in this study was an interview guide. The research subjects were clinic personnel, selected using a purposive sampling technique. The qualitative data analysis method is Framework Analysis. The total number of respondents in this study is 6 people, consisting of the clinic owner, clinic manager, person in charge of medical logistics, and representatives of medical and healthcare personnel. Data collection was carried out through individual, face-to-face interviews with each respondent. Data collection was carried out throughout a two-week period in October 2025.
Results: The results of the study indicate that in terms of input, human resource utilization is carried out efficiently with a dual-task system that can still run optimally through cross-unit coordination. In terms of process, several limitations remain, such as procurement that has not been digitalized and a previously suboptimal recording system. In terms of output, the availability of health logistics at the clinic shows improvement, with a decrease in logistics shortages compared to the previous period.
Conclusion: The conclusion of this study indicates that the primary problem lies in the process, necessitating a strategy to strengthen the inventory management system by implementing web-based recording and increasing management oversight. This strategy is expected to optimize inventory management and reduce stockout incidents sustainably.
